As of October 2024, Michigan does not currently have an open docket dedicated to Order 2222, but is actively working with the Organization of MISO States (OMS) and MISO on Order 2222 readiness, using their DR aggregation experience as a starting point. The DR Aggregation Working Group was created to consider issues related to demand response aggregation. In 2024, the MPSC kicked off three stakeholder workshops to address how Michigan’s approach to DR aggregation comports with the frameworks being developed by PJM and MISO for compliance with Order 2222. This included a discussion of barriers to further lifting the ban on 3rd party DR aggregation, with a focus on increased customer protections. One idea that came up was the merits of pursuing licensing of aggregators at the state level. This included a discussion of the legal authority of the MPSC to do so, potentially based on the licensing process the MSPC currently employs for Alternative Electric Suppliers (choice suppliers). The MPSC also dedicated a workshop to an overview and demonstration of the Collaborative Utility Solutions (CUS) DER Registry, which is a platform created to enable the information and data exchange needed to enable Order 2222. No decision/staff recommendation has been made on these items. Another workshop will focus on DERMS platforms and their use/cost-effectiveness at current/future DER penetration levels. View More
